If there's a chance that you might want to use PayPal in the future, it's a good idea to keep your account open. There's no fee to keep your account open. If you are determined to close it, however, here is a tutorial that goes through that process.

In your PayPal account go to Settings and click Close Your account under account Options. Enter your bank account number if requested. Click close account.

It’s very straightforward, however do keep in mind that all your account data will be erased. In addition, it’s important to remember to withdraw any money available on your paypal account before closing it.
