Algae may present due to a poor water treatment plan or due to less water flow in case cooling tower is put in standby, the later occurs at low load conditions when part of the cooling towers are running and water is leaking to the adjacent standby ones.

Spraying chemicals and cleaning with water pumps will remove it easily.
