You will need to start with a WordPress website to use this exact method. Otherwise, install Google Tag Manager manually on your website by placing the tracking pixels beneath the head and body tags.
I recommend using the Head, Footer and Post Injections WordPress plugin to install Google Tag Manager first. It's completely free to use and it makes it much easier to install GTM.
Next, publish your Google Tag Manager container to make the code active on your website. Next, you want to create your Google Analytics account. You can use your Google Analytics Tracking ID to install it using Google Tag Manager. Lastly, your Google Search Console property will be verified using your Google Tag Manager code.
