In order to exclude apps from your Google Display Network campaigns, you need to exclude individual app categories from your placement targeting. What you want to do first is open your Google Ads Display Campaign, click on the Placements tab on the left, click on Exclusions, and choose 'App Categories'. From there, you will be able to exclude App Categories from the Google Play Store, from the Apple App Store, and from Windows Phone Apps. When you remove mobile app targeting from the Google AdWords interface, you need to exclude each category individually. Once you remove every single category and click on Save, your display ads will no longer show in mobile apps.
The other method to exclude mobile apps involves using Google Ads Editor. You want to download your campaign and any recent changes into Google Ads Editor first. Then, you can click on your Display campaign, click on Keywords and targeting, and you can click on Mobile app categories, negative to add campaign-level and ad group level mobile app negative category targeting to your Google Ads campaign. With Google Ads Editor, it is much easier because you can select to remove all of the Apps at once, and you can remove bulk categories so you don't have to do it individually.
