If we pick numbers between 0-9 then the average of those number would be 4.5. However, if we pick a smaller sample size, n=18, then the average of the number might be 5. Does that violate the concept that we thought the average should be 4.5? So we can use the hypothesis test to find out using a level of significance=0.10=10%.
